The Philippine Science High School–Cagayan Valley Campus (PSHS–CVC) has come a long way. The institution was the former Nueva Vizcaya Science High School (NVSHS), which was founded in 1996 under the statutory mandate of Republic Act 7622, authored by then Representative Carlos M. Padilla of the Lone District of Nueva Vizcaya. The academic curriculum implemented was anchored on the Science Curriculum prescribed by the Department of Education, Culture, and Sports (DECS).

Two years later, another bill was passed by Rep. Padilla to the Philippine Congress — Republic Act 8364. It transferred the administrative jurisdiction of the DECS over NVSHS to the Department of Science and Technology (DOST). In the same year (1998), the NVSHS was integrated to the Philippine Science High School System in accordance with Republic Act 8496 known as “Act to Establish the PSHSS and Providing Funds Therefore.” Hence, with the approval of said laws, the former NVSHS metamorphosed into the Philippine Science High School–Nueva Vizcaya Campus (PSHS–NVC).
The integration of the Nueva Vizcaya Campus into one system of governance and management was meant to ensure uniformity in quality standards of the PSHS System and to direct the state thrust of giving quality education to the scientifically and mathematically gifted Filipino youth.
PSHS–NVC underwent another transformation. This time the name of the school was legally changed to Philippine Science High School–Cagayan Valley Campus (PSHS–CVC). The formal integration of the PSHS–CVC marked a milestone in the history of the Cagayan Valley Region. It now plays a pivotal role of boosting and honing the academic excellence of deserving youths of the region to become a team of sophisticated workforce eager to adapt to modernization.
Caught in favorable circumstances, the existence of this science-oriented institution matched exactly with the vision of the Provincial Governor [2002] Rodolfo Q. Agbayani who has dreamt of putting up a Science School in the province of Nueva Vizcaya. The governor’s choice of site for his dream school was granted to PSHS and is to be located in Barangay Masoc, Bayombong, Nueva Vizcaya. Padilla merits the authorship but Agbayani virtues the permanent site. Barangay Masoc may be a serene place quite far from the heart of Bayombong but has proven conducive for scholars to concentrate in studying. It was the year 2002 when a formal ground breaking ceremony took place. Under the directorship of Dr. Efren B. Mateo, infrastructure work commenced.

School year 2010–2011 under the leadership of the esteemed Campus Director, Dr. Salvador B. Romo, the school finally nestled atop Barangay Masoc. Again with favorable circumstances woven, such as those that rest in the strong determination of the Dr. Romo, respected academic profiles and adept technical capabilities, the faculty and staff’s unwavering commitment to public service reinforced the goals set forth raising the banner higher for PSHS-CVC at its 11th founding anniversary. Home at last! The completion of school infrastructures enabled the scholars to begin anew in an enjoyable and state-of-the-art learning environment.

As the institution stands proudly catering to the scholars coming from the entire region, the scholars armed with determination and equipped with proficiency in the sciences go to great lengths to accomplish unlike anything penned since. As students figure prominently in academic events across content areas, CVC forestalls the role Pisayers will play as catalysts, as purveyors and as shapers of the Filipino future.
The school continues its journey to prove its worth to the Filipino people towards the formation of talented, ingenious, and adaptive Filipino youths. PSHS–CVC currently great challenges and demands of time — that of alleviating the social problems that beset the society and realizing the goals and objectives of the Department of Science and Technology and its lead role in the attainment of its mission–vision towards the Asia Pacific Region.
